Osun Assembly Moves to Regulate Motor Parks, Tackle Thuggery After Emir’s Death
The Osun State House of Assembly has commenced consideration of a bill seeking to establish a Park Management System to regulate motor parks and garages across the state, following recent violence linked to disputes over park leadership and control.
The proposed Osun State Park Management System Bill, 2026, was presented during Monday’s plenary by the Chairman of the House Committee on Works and Transport, Abiola Waheed Ibrahim, who is sponsoring the private member’s bill.
The proposed legislation seeks to establish a uniform framework for the administration of motor parks, with provisions aimed at improving revenue collection, reducing leakages and strengthening accountability in the sector.
It also seeks to address thuggery and other violent activities in motor parks while promoting orderliness, safety and more effective management of transport facilities across Osun.
Among the measures being considered is a common ticketing system, with digital technology expected to play a role in improving transparency and reducing opportunities for revenue leakages.
During the debate, lawmakers said proper regulation of motor parks could boost the state’s internally generated revenue while providing greater accountability in the administration of the facilities.
They also argued that an effective management structure could help protect drivers and passengers from extortion and reduce violence arising from disputes over the control of motor parks.
The legislative move comes against the backdrop of the recent killing of Olalekan Oyeyemi, popularly known as “Emir Ajagungbade,” in Ile-Ife. Governor Ademola Adeleke had said the incident was allegedly connected to a tussle over the leadership of motor parks.
Following the incident, Adeleke ordered the immediate vacation of motor parks by warring groups and directed security agencies to restore normalcy in affected areas.
The governor also directed the Commissioner of Police to arrest those allegedly involved in the killing and ensure that anyone found culpable was brought to justice.
Adeleke subsequently announced plans to reintroduce the Park Management System, saying he would issue an Executive Order to establish a new management structure for parks and garages across the state.
The governor said the measure was intended to restore discipline and orderliness in motor parks, while security agencies were instructed to prevent further clashes and maintain law and order.
The proposed bill is therefore coming as the state government moves to formalise its response to the longstanding disputes surrounding the administration and control of motor parks.
The Speaker of the House, Adewale Egbedun, said the passage of the legislation would bring several benefits to the state, while lawmakers supported further consideration of its provisions.
The bill scaled second reading during Monday’s plenary, moving the proposal into the next stage of legislative consideration and potentially providing a legal framework for the administration of motor parks, revenue collection, ticketing and security across Osun.
